The White Wake Office

Public lore preserves the setting's disagreements and uncertain histories.

Spy Ring — Azure Isles#

"They knew about the cargo before my ship cleared the headland. I am still not sure whether to be insulted or impressed." — Merchant captain, Tel Ivara

The White Wake Office is the Azure Isles' primary foreign intelligence service, headquartered notionally in a suite of rooms above an embassy chapel in Tel Ivara and practically distributed across the messenger cutter fleet, the waterfront chapel network, and a series of listening-house arrangements in foreign ports that the Office describes, in its official budget, as 'cultural liaison facilities.' It is famous among professional intelligence circles for consistently knowing port gossip before the ships carrying it arrive, an achievement attributed variously to fast cutters, precognitive consultants, or simply a higher density of paid informants than any rival service operates.

The Office's operational philosophy is distinctly non-violent. Its preferred tools are leverage, cultivated scandal, and the patient accumulation of debt — financial, personal, and reputational — that can be called in at strategic moments. Field officers maintain cover as merchants, translators, and minor diplomatic functionaries, and they are selected for the ability to be forgettable at will. The Office will occasionally arrange sabotage, but regards this as evidence of planning failure and charges the responsible officer accordingly.

Adventurers who come to the Office's attention — for whatever reason — should assume their professional history, current debts, and at least two of their secrets are already documented. The Office does not make threats; it makes offers, framed as favors, structured so that accepting seems obvious. Declining is possible. The consequences are merely social, for a while.
