The Mothers of the Black Tent

Public lore preserves the setting's disagreements and uncertain histories.

Blood Oath Society — Khavari Khanates#

"He dissolved the hostage bond without asking the Mothers. He was dead within the year, and not by any blade I knew of." — Khavari orkhon, retired

Beneath the visible politics of the khanates — the banners, the kurultais, the confederation oaths sworn in public — there exists a parallel order of authority that pre-dates every living khan's lineage. The Mothers of the Black Tent are senior women of the great nomadic families who preserve the marriage law, the hostage custom, and the feud boundaries that make steppe civilization possible. Their deliberations take place in undyed black tents pitched apart from the main encampment, and whatever is decided there arrives in the world as custom rather than command.

Their instruments are the institutions that men rely upon without acknowledging: the bride-price system that creates alliance obligations, the hostage register that guarantees treaties, and the feud calendar that prevents wars of extermination by scheduling vengeance within tolerable bounds. A khan who violates these institutions does not face an army; he faces a slow withdrawal of cooperation from every household that feeds and houses his riders. The Mothers have outlasted eight great conquerors who believed the steppe was theirs to re-order.

Access to the Mothers' deliberations is essentially impossible for outsiders and extremely difficult for most Khavari men. Adventurers who earn the trust of a Khavari woman of sufficient seniority may receive guidance that cuts through months of political navigation in a single conversation — along with obligations that are not easily satisfied. The Mothers do not offer information freely; they offer it as an investment, and they track their investments across generations.
