The Mirror Salt Office
Public lore preserves the setting's disagreements and uncertain histories.
Spy Chancery — Customhouses, Confessionals, and River Docks#
"Everything that crossed the Maret Bridge was inspected by the Salt Office. I do not mean the cargo. I mean the merchants." — retired factor, 107 AR
The Mirror Salt Office presents itself as a revenue-collection agency, specifically a salt-assay and customs inspection service operating on behalf of a rotating consortium of river-city councils. In practice it is the most sophisticated intelligence service operating in the central Aurelian Reach: a spy chancery whose audit cover provides legitimate access to every major trade route, river crossing, and commercial customhouse in the region. Its inspectors read correspondence under the guise of checking for dutiable materials, copy seal impressions while verifying document authenticity, and maintain the most comprehensive commercial intelligence network in the post-collapse west.
The Office's active operations division is called the Graining Room, a name that evokes the tedium of salt-assay work and conceals the manufacture of identities, correspondence forgeries, and what its practitioners call rumor architecture — carefully seeded false information designed to produce specific political outcomes months or years after release. The Office runs competing claimants against each other, engineers succession crises in polities that have grown dangerously stable, and periodically fabricates evidence of treasonous correspondence between factions it wishes to see spend resources attacking one another rather than the Office's actual clients.
The Office's clients are multiple and not always aware of one another: several river-city councils, at least two noble houses, the Brass Ledger Compact's arbitration division, and possibly the Luminous Claimants, whose signal-tower communications the Office has been quietly reading for six years. Adventurers who encounter Office operatives in the field rarely realize it; they are more likely to notice that their own correspondence has been opened, that someone has been asking questions about them along the river road, or that a job offer arrived through an intermediary who cannot quite explain how they received the commission.
