The Forty Gardens
Public lore preserves the setting's disagreements and uncertain histories.
Satrapal Noble Bloc — Pashara#
"They will tolerate almost any indignity from the central authority so long as the water flows and the tax-collector does not touch the orchard registers. Touch the orchard registers and you will discover what forty great families united looks like." — Pasharan court minister, oral tradition
The great country estates of Pashara are not mere residences; they are the operational infrastructure of the satrapal system. The forty noble houses that control them hold water rights, caravanserai charters, and irrigation maintenance obligations that make them, in practical terms, the government of everything between cities. The central authority in Samirath has learned over generations that confronting the Forty Gardens directly produces administrative collapse faster than any invasion — without noble cooperation, the canals stop flowing and the harvest fails.
Publicly, the Forty Gardens present as conservative traditionalists defending ancient customs against central overreach. Privately, they are among the most aggressive financial innovators in the satrapal system — their estate managers run sophisticated crop-futures markets, their attorneys have developed water-rights derivatives that have made some families dramatically wealthier than their land area would suggest, and their private lending operations provide capital to merchants who find the Sapphire Measure's rates inconvenient. They are not opponents of commerce; they are opponents of commerce that does not pass through their hands.
Adventurers operating in Pashara almost inevitably end up in the orbit of the Forty Gardens, since their estates control road access, local provisioning, and the informal employment of most rural armed personnel. A letter of introduction from one family opens every gate in their allied network; a known enmity with one family closes gates across three satrapies. The houses' internal feuds over water rights and inheritance are generational, complex, and provide constant employment for discreet investigators, lawyers, and people who are good at finding things that other families have hidden.
