The Black Rivet Office
Public lore preserves the setting's disagreements and uncertain histories.
State Security — Iron Heartland#
"An honest Rivet officer is the most dangerous thing in the Heartland. An ambitious one is the most expensive." — Fortress administrator, Stonewake
The Black Rivet Office is the Iron-Bound successor state's internal investigation bureau, operating from citadel archive rooms and a network of inspection barracks positioned to monitor the major fortress houses without being dependent on their hospitality. Its mandate covers corruption, hoarding of war matériel, unauthorized clan alliances, and what the founding charter calls 'dissonance of loyalty' — a phrase deliberately broad enough to cover almost any behavior an ambitious investigator wishes to pursue. Honest Rivet officers, a minority but a genuine one, are respected and quietly dreaded in equal measure.
The Office's power derives from its access to clan lineage records, supply manifests, and a century of accumulated precedent decisions that can be selectively cited to implicate nearly any house in something technically prosecutable. Investigations are slow, formal, and conducted with exhausting procedural thoroughness — the Office learned early that speed produces martyrs while paperwork produces compliance. A fortress house under Rivet investigation does not typically flee; it spends the next several years drowning its administrators in correspondence.
Ambitious Rivet officers are a different matter entirely. Several of the worst succession crises in Heartland memory were engineered by investigators who discovered that ruining a fortress house completely was more profitable than merely correcting it. Adventurers contracted by houses under investigation sometimes find themselves hired to locate evidence before Office inspectors do — and occasionally to locate evidence about the Office inspectors themselves.
