The Bent Standard

Public lore preserves the setting's disagreements and uncertain histories.

Foreign Office — Khavari Khanates#

"They arrived as a trade mission. In three months they knew our granary yields, our patrol rotations, and who owed whom. We thought we were simply being hospitable." — Pasharan satrap's report to the central archive

The Khavari have no fixed capital and no permanent embassy to send abroad — but they have considerable interest in the habits, schedules, and weaknesses of the settled states that border the steppe. The Bent Standard is the khanates' mobile foreign intelligence office, housed in caravans that present themselves as commercial or diplomatic missions and move continuously to avoid the vulnerability of fixed premises. Their agents study neighbors not through map-making but through the granular documentation of habit: resupply schedules, patrol rhythms, personal debts, and the timing of grain shipments.

The office's methodology prizes pattern over incident. A single border posting change is noise; seventeen postings changed over two seasons implies a redeployment. A satrap's new favorite is gossip; the same satrap canceling a wine order and increasing iron purchases is signal. Bent Standard analysts maintain running journals of foreign behavioral data that, assembled over years, allow them to predict a neighbor's military intentions with uncomfortable accuracy before the neighbor has fully formed them.

The Bent Standard's greatest vulnerability is also its methodology: it is very good at observing what already exists and very poor at anticipating discontinuous change. When the Magnus Empire fell, their offices were full of excellent models of imperial patrol efficiency that became irrelevant overnight. They have since developed a secondary file called the Grudge Register — documentation of every personal humiliation, snubbed envoy, and broken trade agreement suffered by every border state's nobility — which they review before every major campaign planning session.
