The Ash-Port Assembly

Public lore preserves the setting's disagreements and uncertain histories.

Pirate-Colonist Council — Voided Zone#

"They have a constitution, a harbor code, a public market, and six hundred war-galleys. Whether they are a city or a pirate fleet depends entirely on whether you are buying or being robbed." — Pasharan admiralty assessment

The colonies the Magnus Empire planted on the Voided Zone's outer islands were abandoned within a generation of the collapse, their administrators recalled, their garrisons dissolved. The colonists themselves were not recalled — they were simply left. Those who survived did so by becoming everything the empire had classified as criminal: pirates, salvagers, wreckers, unlicensed traders, and pragmatic collaborators with any vessel willing to pay a docking fee rather than ask jurisdictional questions. Their descendants built the Ash-Port Assembly from the accumulated precedents of a century of this necessary flexibility.

The Assembly functions as a genuine civic institution — it maintains a harbor court, mediates disputes between vessel captains, sets tariffs, and funds the dredging and lighting that keep the island approaches navigable. It does all of this without the legitimizing apparatus that mainland states require: no royal charter, no religious sanction, no treaty recognition from any power that admits to negotiating with pirates. Its legitimacy is purely practical — it controls the best natural harbors within two days' sailing of the Voided Zone, and anyone who wants to operate in those waters without being sunk needs its goodwill.

The Assembly is governed by an annually elected council of harbor masters, master salvagers, and fleet captains, with votes weighted by the tonnage of vessels registered. This produces a government that is responsive to commercial interests, intolerant of anything that threatens harbor security, and entirely indifferent to mainland moral categories. For adventurers, the Ash-Port is the necessary base for any serious operation in the Voided Zone — uniquely positioned, well-supplied, and populated by people who have survived things that should not have been survivable.
